A residential development in Telford required the careful coordination of private and adoptable highway levels on a site falling steeply into the development. The topography created a number of engineering constraints, particularly around road gradients, plot access, retaining requirements and the balance of earthworks across the site. The presence of existing trees and root protection areas also influenced the highway arrangement, requiring a design that could support vehicle loading while protecting retained landscape features.

Civia was appointed to prepare the external levels design for the private and adoptable highway areas, alongside an earthworks assessment to help manage excavation, fill and the reuse of suitable material on site. Where the proposed road entered the root protection zone, we identified a permeable paving construction with a specialist root protection road structure, allowing the access to remain practical while reducing impact on the retained trees. By coordinating levels, earthworks and arboricultural constraints together, the scheme was developed into a more buildable and sensitive highway design.

Halesowen Road, Cradley Heath

The Halesowen Road project involved the redevelopment of the existing building to incorporate commercial use as well as residential apartments. 

Civia was instructed for initial swept path analysis for general parking, but more challengingly, articulated vehicle deliveries.

The most efficient and feasible turning movements were assessed, and then highway works proposed to mitigate any conflicts with on-street residential parking at the access.

Heathway Pub, Heathway

The Heathway Pub project on the outskirts of Birmingham involved the redevelopment of a community pub site where access, parking and highway safety were central considerations. The existing highway arrangement was affected by congestion, informal parking and recorded conflict points nearby, requiring a layout that could improve access while protecting pedestrians and customers. The proposed one-way car park arrangement also needed to maximise parking provision without increasing conflict with surrounding traffic movements.

Civia was appointed as highways consultant to remodel the car park and access arrangements, adjust the footway and verge, and support measures to manage problem parking. We developed the layout around the client’s operational objectives and the highway authority’s requirements, incorporating bollards, road markings and access amendments through the Section 278 process. The final design improved parking efficiency, supported pedestrian safety and provided a more controlled highway arrangement around the redeveloped site.
